Louis Armstrong International Airport Parking and Shuttle Operator RFP

The Louis Armstrong International Airport (MSY) completed a new $1.5B 35-gate terminal in late 2019, replacing a 50-year-old outdated and much smaller passenger terminal. MSY and private developer Parking Facilities Corporation (PFC) collectively built two new garages and new surface lots to support existing onsite parking facilities and planned a new onsite shuttle system for travelers and MSY employees.

MSY and PFC separately contracted Walker to administer a parking and shuttle operator request for proposal (RFP) procurement process, seeking a qualified operator (or operators) for a five-year management agreement term. Walker coordinated the development of the RFP documents, assisting in the issuance of the RFPs and evaluating proposer responses. Ultimately, MSY and PFC awarded a single operator who met the requirements of both contracts. The selected firm was highly experienced in the required scope of services and exceeded MWBE (Minority or Women-owned Business Enterprise) participation requirements.

Walker also administered RFPs for and oversaw the installation of new parking access and revenue control (PARCS) and dynamic messaging systems at MSY, ensuring that the facilities were outfitted with the most modern and appropriate technologies.
