City of Minneapolis Parking System Operator RFP

The City of Minneapolis engaged Walker to administer a competitive parking operator request for proposals (RFP) for the City of Minneapolis parking system, seeking a qualified operator for a five-year term starting September 2020. The MPLS parking system includes 22-locations and 8,300 on-street meters plus multimodal mobility hubs, generating $45MM annual revenues and $22MM in annual operating expenses. Walker’s job was to coordinate the process from preparing the RFP to the City’s execution of a parking management agreement (PMA) for the new contract term.

To start the process, Walker assisted MPLS in administering the RFP, coordinating the completion of the document with the City’s procurement department. Walker facilitated a virtual pre-proposal conference with 20+ participants from national parking operators after which, Walker accepted four qualified proposals. MPLS received a comprehensive RFP form workbook from Walker for proposers to enter financial budgets and details for proposal leveling.

Walker then guided MPLS to evaluate RFP responses, including developing an RFP response scoring sheet to aid MPLS in selecting a cost-effective, qualified and committed parking operator for the new PMA term.
