City of Toledo On- and Off-Street Parking Studies

Walker Consultants worked with ParkSmart, downtown Toledo’s public parking system, and ConnecToledo to study and optimize the city’s on- and off-street parking assets.

For on-street parking, ParkSmart needed help maximizing the use of its assets. The city also wanted to be able to accommodate growth downtown.

Walker conducted stakeholder meetings, reviewed policies, and conducted occupancy counts and duration of stay analysis in four distinct neighborhoods. We also surveyed five comparable cities to assist in comparative analysis.

Walker gave ParkSmart specific recommendations for parking zones, rate setting, hours of operation, enforcement, new technology and branding. Toledo is now prepared to meet increased demand with a more efficient on-street operating plan.

For off-street parking, the nonprofit downtown development corporation, ConnecToledo, engaged Walker to perform a comprehensive parking needs assessment and develop an operations and management plan.

Walker began by performing a supply-demand study that provided a quantitative evaluation of the existing off-street parking. We then evaluated ten-year future parking needs based upon proposed development projects.

Walker provided ConnecToledo a customized set of parking management recommendations for the downtown parking program. With these recommendations, the downtown will be ready to handle the next ten years of growth. Walker’s recommendations also included a year-one probable budget with a range of options for management and facility improvements.
