Phil is the Director of Planning for both Walker’s Michigan offices. He specializes in planning and financial consulting projects for private and public entities in North America, the Middle East, and North Africa. In this capacity, Phil is experienced in providing advice in a broad range of disciplines, including capital planning, multi-year financial planning, rate analysis, methods of financing, and the structuring of various forms of tax-exempt securities. Philip has served as an advisor to public agencies, universities, hospitals, and private investment firms, involving over $1.0 billion in infrastructure development.
